The texts by Max U. Duvivier presented in this booklet focus on three historical moments in relations between Haiti and the United States during the period from 1915 to 1930. The author has chosen to provide an exegesis of three bilateral agreements marking out these relations.

The first study is devoted to the Fuller mission, the last episode in the long series of diplomatic assaults of the Great Neighbor, as part of its interventionist policy, a prelude to the military occupation. The second concerns the Haitian-American Convention of 1915, which was imposed under the bayonets of the occupier and which was the "Magna Carta" of this Pax Americana. The last part opens with the Forbes Commission of 1930, a major event initiating the process of deoccupation and the countdown to what has been called Haitianization.
